Bird Sanctuary at TOBAY

We just discovered that there is a lovely trail at TOBAY beach in the marshes.  The only problem is that you cannot walk through it due to Hurricane Irene.  The bridge had been washed out and I was told there is an argument about who should fix it.  Does anyone have any information about it?
