The FBI raised the "Kandi Won" on Monday after it sank in Oyster Bay Harbor during a tragic accident on July 4.

3 dead and 24 rescued - still ponders the question - why were there 27 persons
aboard a 34 foot boat - and aren't their specific regulations regarding the maximum
number of persons allowed on a boat of a particular size?  If not, there should be.

this failed on every level possible. a true worst case scenario, overloaded boat, overloaded harbor, thunderstorms approaching, panic driven boaters flee in every direction. inadequate staffing on hand to deal with a underwater RESCUE. i heard it took TWO hours til a legitimate dive occurred!
